Remote bookmarks count exceed limit

Description of the issue:

I have 3 devices that are sync’d (Windows11, Android13 and Fedora38)

I get the below in brave://sync-internals when I try to sync in Fedora38.

OnInitialUpdateReceived@components/sync_bookmarks/bookmark_model_type_processor.cc:610, datatype error was encountered: Remote bookmarks count exceed limit.

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Run the sync in Fedora38

Reproduces how often:
The brave in Fedora38 is not syncing currently.

Brave Version(See the About Brave page in the main menu):
Fedora38 -
Version 1.59.117 Chromium: 118.0.5993.70 (Official Build) (64-bit)

Type of devices currently running on the Sync chain in question:
Windows11
Android13
Fedora38

Additional Information:
I deleted and reduced the number of bookmarks from 1600 to 1380 thinking that the bookmarks count exceed the limit but still cannot sync.

Using on macOS and Fedora 38.

Same issue with version 1.60.110 (119.0.6045.105), from Brave repo or from Flathub, on Fedora 38.

Error: ConnectIfReady@components/sync_bookmarks/bookmark_model_type_processor.cc:465, datatype error was encountered: Latest remote bookmarks count exceeded limit. Turn off and turn on sync to retry.

No matter how many times I disable/enable the sync feature (all or only bookmarks), the result is the same.
