Description of the issue:
How can this issue be reproduced?
Add new custom search engine in this instance I added kagi with my custom link to the search.
I changed the default search and then clicked private search and clicked change to kagi.
The system notifies that it changed it to Kagi my custom added search engine but keeps brave.
I can change to other default options if I click change to startpage as an example and it changes it to startpage correctly
Expected result: It changes to the custom added search engine properly
Brave Version( check About Brave): Brave origin Brave 1.92.112 (Official Build) beta (64-bit)
Additional Information: picture of the changed to kagi but it keeping it as brave. I am using Artix linux.
Recently, another user wanted to change their search engine in private windows to Google (minus AI Overviews).
This appears to be the same issue. Let me ask @Mattches to emphasize the priority of these issues:

**STR:**
1. Start Brave (Release) with a fresh profile
2. Navigate to brave://se… ttings/search
3. Observe: Brave is selected as the default search engine for `Normal Window` and `Private Window`
4. Click `Manage search engines and site search`
5. In the `Search engines` section click on the `3 dots` menu of any search engine other than `Brave` and select `Make default` option
6. Click on the `3 dots` menu of `Brave` and select `Delete` option
7. Click `Delete` in the deletion confirmation dialog
8. Click `<- Manage search engines and site search` at the top of the page to return to the previous page
9. **Observe**: `Private Window` search engine is blank
10. Click on the `Change` button for the `Private Window`
11. **Observe**: nothing happens
**Expected behavior:**
In the `Step 6` above, the option to delete the search engine should not be enabled if the search engine is selected as the default for either Normal or Private window.

### Description
The video below showcases the bug that occurs when trying to se… t two different custom search engines for Normal and Private Windows.
I am trying to set the custom search engine "search.brave.com" for Normal Windows and a custom search engine "safe.search.brave.com" for Private Windows. There are a few UI bugs, and overall, the entire experience of setting different custom search engines for a Normal and Private Window is bit unintuitive.
