Description of the issue:
Brave gets resized when opening an extension as a separate window. Attempting to fullscreen Brave after this will hide the tab and the url top components. As shown below
How can this issue be reproduced?

Fullscreen Brave

Download bitwarden from chrome extension store

Try logging in the extension, or click the “Pop out to a new window” button on the top right of the extension. In the end, the extension should have popped out as a new window.

Attempt to fullscreen Brave once again
Expected result:
When fullscreening Brave again it should fullscreen normally, showing the tab and the url bar components.

Additional Information:
A potential feature request related to this is to not exit fullscreen when popping out an extension window. Google Chrome does this by opening the extension as a separate fullscreened window and keeps the browser fullscreened.
