I just lost all my passwords. What happened? How to fix?

After rebooting my machine and launching Brave, all saved passwords are lost except one. No error or warning message was displayed by Brave. Last Brave update was ~ 20 days ago so it seems unrelated. This is the second time in a year this happens.
OS: Manjaro Linux 26.0.1

Only passwords were lost.
I have noticed that under ~/.config/BraveSoftware/Brave-Browser, I have 2 symbolic links (SingletonCookie, SingletonLock) that are broken. Probably unrelated.
I do not use a password manager extension nor brave sync.
All lost logins/passwords are present in the Login Data SQLite database, so I suppose storage key was changed for any reason.

This happened after my device encountered an unexpected restart, and after rebooting I noticed that all my shortcuts on my taskbar were broken. I used a system restore point to go back before this happened and it all seemed okay, until I tried to open my applications in which I was logged out of all of them including my browsers.
[Before using a restore point, I checked my /appdata/roaming folder and saw that it had barely any folders within it]

But from what I remember, the password data wasn’t being read even before restoring.
In terms of Brave, the only thing that was lost were the cookies, and the passwords not being decrypted.
No 3rd party password manager, and I’m not using Brave Sync.
I looked at the Login Data folder, and in which I saw the old emails and sites were intact but I was unable to view the passwords. I do have histograms to share.

On boot everything was fine, then my computer restarted after leaving it on idle. Logging back in things were missing from appdata folders, breaking shortcuts and many more things. Prior to using a restore point, ALL of my browsers were affected. Having passwords, history, and bookmarks wiped, EXCEPT for brave, which retained everything but password info (kept my active tabs saved too).
