Description of the issue: Audio not working for any site tried Rumble, Odysee ,twitch, and youtube. Also when opening the volume mixer on windows Brave does not show up. This issue just started today.
How can this issue be reproduced?

On windows 10 open browser and clear history and cookies

Go to youtube and try to watch a video , the video will play but no audio
Expected result:
Brave Version( check About Brave):1.83.109
Additional Information: The nightly version is working fine with the same shield settings. Also just to note as well , stable audio and ambient mode is off on youtube. But will reiterate that I tried other sites. Also it was working fine yesterday but today the only thing weird I just cleared my browsing history/ cookies but kept site settings.
