Description of the issue: Cookie notice appears even after Easylist Cookie filter is enabled in Brave Shields

Does this happen when you just land on the site (without logging in)? I do not see this notice appear at any point, even after jumping around through the site.
Yes, it happens immediately when I land on the site as a guest (without logging in). I’ve confirmed this on both Brave Android and Windows. Even with the EasyList filter enabled, the cookie notice is still detected and hasn’t been blocked.
Going to cc @fanboynz to take a look.
I’m not seeing any cookie messages, tested from the US and EU IP’s. What does the shields show? also check brave://settings/shields/filters Ensure Easylist Cookie or Annoyances is enabled.
