It's been a lot of months since I started not receiving any ads

Description of the issue:
How can this issue be reproduced?

  1. Download and install: https://brave.com/bhd394
  2. Go to “brave://rewards/” and turn the Ads on.
  3. But will not receive any ads for about a lot of months.

Expected result:
I should see an ad occasionally once I turn my PC’s Notifications on, it’s been a lot of months.

Brave Version 1.16.72:

Additional Information:

My Windows 10’s “Notifications & actions > Notifications” is now turned on. And “Get notifications from these senders > Brave” is also “On: Banners, Sounds”.

As far as I remember I’d turned my PC’s “Notifications” off a long time ago to maximize its performance.
