Issues downloading files from browser with Fedora

Description of the issue:
Unable to download files without refreshing web page first
How can this issue be reproduced?

  1. Open Brave
  2. Clear all cookies and site data Settings > Privacy > Clear Browser Data
  3. Open a page where you can download two or more files.
  4. Download the first file and save it using the save file dialog box
  5. Click and try and download a second file and save it. No save file dialog box is displayed

Expected result:
A dialog box for the location to save the file

Brave Version( check About Brave):

Version 1.52.117 Chromium: 114.0.5735.90 (Official Build) (64-bit)

Additional Information:
Fedora 37
Gnome 43.5
Extra steps to work around the issue: If I click “refresh” on the page followed by clicking to download the file the file-save dialog box appears.
