Is downloading torrents from brave safe without a VPN or Proxy?

So is downloading torrents safe with brave without a vpn or a proxy? I keep seeing everywhere it is safe but im still not sure if they mean its like safe safe? I dont get a letter from the government or anything? I downloaded torrents with a vpn and chrome before so is it as safe as that? Thanks
