I can’t find Brave in the windows notification center. Therefore I can’t activate them and receive ads as the guide suggests.

Can you visit https://www.bennish.net/web-notifications.html and try to enable notification there? This one is for forcing a notification on Brave – to make sure Brave listed on your OS Notification settings
