Could you also, share your OS, Brave version (found at settings → about brave)
Also, next time be specific about where exactly and how this can be reproduced.

This is always in the lower right corner or every window that is open.
There is an “x” that appears on mouseover to delete it from the page, but it always returns on the next page I open.
Does not appear in private windows

I think then it could be some extension you have installed. Could you remove one by one and see if it solves the issue?
Yes, that was it. I just started using Brave and added some new extensions I wasn’t familiar with.
