On a variety of websites, including community.brave, the website looks like an old TV with poor signal. If this has been reported, I apologize. I tried looking, but I don’t know how describe the error in a way that would make searching for it effective. This has been a problem for me on multiple versions of Brave and macOS versions.

Please update Brave to the latest version (go to brave://settings/help)
If the problem persists, please try going to brave://settings/system and disabling hardware acceleration and then restarting Brave
Updating to the newest version didn’t fix it.
Disabling hardware acceleration did.
Is there a name for this error to help someone find the solution easier?

Not specifically – it’s just an “issue with hardware acceleration”.
Out of curiosity, is that specific issue associated with Chromium, the computer itself, or Brave?
If it’s with Chromium or Brave, couldn’t he try to see if the Nightly or Beta version works?
