Get a new Tab when new window or new private window are selected on a link

Description of the issue: When open link in new window or new private window is selected, it opens in a new tab instead, but not even in the same window where the right-click occurs.

How can this issue be reproduced?

  1. In Ubuntu running most current repo version, right-click on any web link and ask for a new window.

  2. This happened about a month or so ago, was fixed in the next APT upgrade and now it is back again.

Expected result:

Brave Version( check About Brave): Brave 1.82.172 (Official Build) (64-bit) Chromium: 140.0.7339.207
