Fullscreen video stuttering on Intel HD Graphics (1st Gen)(Intel Core i3-370M) since recent Brave update

Hello Brave team,
I would like to report a reproducible issue that started after updating Brave.
Since updating Brave, YouTube videos stutter badly only in fullscreen mode. Audio and video both stutter. Windowed playback is much smoother.
I have tested several things:
VLC plays videos perfectly (no stuttering).
Older versions of Brave (for example 1.92) work correctly.
Recent versions of Brave stutter.
Microsoft Edge shows the same behavior, suggesting the problem comes from Chromium.
CPU usage is low (around 30%), so it is not a CPU bottleneck.
Hardware acceleration is enabled.
YouTube “Stats for nerds” shows dropped frames increasing very quickly in fullscreen.
Previously, forcing D3D9 through Chromium/Brave flags solved the problem. Since that option was removed, I can no longer use this workaround.
This looks like a regression affecting older Intel HD Graphics hardware.
Could you please investigate whether there has been a change in ANGLE/D3D11 or GPU acceleration that could explain this behavior?
