Description of the issue: Lagging/Freezing of Brave on iGPU
How can this issue be reproduced?

  1. Use brave on device with iGPU (see my specs below), enable hardware accelerator

  2. Observe the lagging behaviour, (you can also compare it to other browsers e.g. chromium or Firefox. The other browsers have issue at all with using iGPU.

Expected result: There should be no lagging whatsoever.

**Brave Version( check About Brave):**Brave Browser 139.1.81.135

OS: NixOS 25.05.20250815.ad7196a (Warbler) x86_64 
Kernel: 6.12.41 
DE: COSMIC (Wayland) 
CPU: 13th Gen Intel i9-13900HX (32) @ 5.200GHz
GPU: Intel Raptor Lake-S UHD Graphics

There seems to be a config file in mesa driver that omits brave from including whereas all the other working browsers are included: see [here](https://gitlab.freedesktop.org/mesa/mesa/-/blob/main/src/util/00-mesa-defaults.conf)
