Font Size doesn't work

Description of the issue: Setting - Content - Font size has no effect.
How can this issue be reproduced?

  1. Open Settings tab, change font size under Content. Switch to any size.

  2. Open new tab or click on existing tab and see no change.

Expected result: Expect to see a change in text font size.

Brave Version( check About Brave): v 194.121
