Changing the On startup settings to either Open the New Tab Page or Open a specific page or set of pages crashes Brave on startup.
The only way to fix this issue is to delete Brave-Browser folder in Application Support.

Can you try clearing your browser cache/data and see if you get different results?
No, that doesn’t work. (I just did a Clear browsing data for All time and it crashes if i select any other On startup option outside of the default Continue where you left off.)
Typically, i delete Brave’s application support folder to get it to start up again, then it’s fine… it’s just that switch that crashes it.

Do you have any extensions installed in the browser at this time?
i’ve disabled extensions and the same issue persists.
