Browser-wide zoom disappears from settings

Description of the issue:

I recently started using private-browsing-only mode, and I just noticed that when that mode is turned on, the option for a browser-wide zoom setting disappears after the user leaves the settings menu and comes back. I am not referring to site-specific zoom.

How can this issue be reproduced?

  1. Turn on private-browsing-only mode
  2. Leave the Settings menu
  3. Return to the settings menu

Expected result:

The option for a browser wide zoom setting still exists. There is no privacy issue here, so the option should not disappear.

Actual result:

The option has disappeared.

iPadOS 17.2.
