Brave shows Welcome page on every start

Description of the issue: The Welcome page appears every time Brave starts even though Brave is already the default and already pinned.

How can this issue be reproduced?

  1. Open Brave

  2. With “On Startup” set to “Open the New Tab page”, only the Welcome page appears. With “On Startup” set to “Continue where you left off”, the Welcome page appears in a new tab and it is given focus while the previous pages appear in tabs to the left of it.

Expected result: Welcome page should not appear as Brave is already set as the default and pinned

Brave Version( check About Brave): Brave 1.88.136 (Official Build) (64-bit), Chromium 146.0.7680.164

Additional Information: This is occurring after a fresh install of Brave on a fresh install of Windows 11 25H2 (Build 26220.7961).

@Xenophore I’m actually curious if you simply go through the welcome screen first if it still appears once you’ve viewed it?
