Brave inaccurately reports site wants notifications set

Periodically, when I go to my own website, Brave puts up a message that says the site wants notifications to be set or not. However, there is nothing on my site that requests anything. It is a simple site written in html/css. There are no server-side scripts, and there is no scripting of any kind being used on my site. Perhaps this is something that Brave is doing? And if so, how do I turn it off?

Web pages become unclickable and keep randomly showing "asking to send notifications" prompts

I am not sure how to reproduce this bug, as it happens randomly whenever I’m just browsing. It can happen when visiting any website. The page gets loaded and rendered and links and other clickable content become unclickable right after. I expected to be able to interact normally with any web pages, but what happens is that they become unclickable and I can’t interact with anything on them.
