Description of the issue:
With Shields Up, legitimate videos that are not ads are blocked from playing when clicked on. Putting Shields Down allows the videos to play.
Steps to Reproduce (add as many as necessary):
- Visit a site with embedded videos from another site (not from YouTube), such as here: https://www-m.cnn.com/2019/03/07/world/little-earth-space-station-trnd/index.html?r=https%3A%2F%2Famp.cnn.com%2Fcnn%2F2019%2F03%2F07%2Fworld%2Flittle-earth-space-station-trnd%2Findex.html
- Click play on one of the videos
- Receive a broken link image rather than a playing video
