### Description The screen remains blank when switching between tabs. When retu…rning to a tab, the tab is blank and the content is not reloading. Thought to be introduced in 133. ### Steps to reproduce From @kjozwiak who is experiencing the issue "Usually happens when switching back to Brave which was backgrounded and then attempting to load some already opened websites. Sometimes they're completely blank and never load.
