Description of the issue:
Whenever Fullscreen on Youtube, there is always an empty bar on the bottom of the screen, regardless of windows settings, brave settings or chromium flags
Steps to Reproduce (add as many as necessary):
1. Launch Brave
2. Visit Youtube
3. First time it worked fine for maybe 5 mins, but after that every single time even after system restart, it was always like in the image.

Additional information:
- Windows 11 Pro, Ryzen 5 5600x, RTX 4060, 32gb DDR4
- Same issue on other browsers with chromium, specifically vivaldi, although Edge seemed to work fine
- Only a youtube issue since facebook videos fullscreen worked fine
- turning hardware accel off didnt fix
