Allow more control of default Bookmark folders

I have 3 Bookmark folders that seem to be uneditable: “Bookmarks” (which contains the “My Bookmarks” folder), “Other bookmarks”, and “Mobile bookmarks”. I would like to be able to have more control over these folders, able to rename them or delete them. I understand why we might need to protect the “Bookmarks” and “Mobile bookmarks” folders, but I don’t understand why we need to have an “Other bookmarks” folder protected. I don’t use this one. In fact, I would like organize my topics only based on topic (i.e. one folder for programming, one folder for gaming, etc.) rather than based on platform (i.e. one folder for desktop, one for mobile).
