Description of the issue: Ads showing everywhere despite Brave Ads settings.

Unable to not produce the issue. Have re-installed Brave twice and ads always show regardless of website.

Ads show on websites regardless of Brave Ad settings. (I’m repeating myself.)
Expected result:
Ads are replaced by Brave Ads.
Reproduces how often:
Anytime Brave is used.

Additional Information:
Opted into Brave Rewards and constantly get the terrible ads and pop-ups that Brave is touted as assisting with. I have used Brave for two years now and I figured the issue would resolve, but it has not. Perhaps it’s the Chromium base? I have no idea. I am seriously considering dropping Brave for another privacy-focused browser. I figure two years of waiting is plenty.
