Look at the error message closer. It doesn’t say you’re not allowed to use Uphold. It says:
Notice it said Brave Rewards verification? Doesn’t say “you can’t use Uphold?”
And you’ll see Philippines is not on that list. The ending link there just is countries that Uphold flat out doesn’t support. But just because Uphold supports a country doesn’t mean that Brave will.

Ever since that ban on Vietnam and Philippines, no updates have been given. It almost appears as if they will never add your region again. But we will have to see. It might be possible to happen with a different partner in the future.
