Unnamed booksmarks fail to sync from windows to android

Description of the issue:
This appears to be the same issue as Bookmark sync not working which was closed automatically without resolve after 60 days.

When syncing between two devices (only desktop -> mobile tested) bookmarks that have no title in the bookmark bar (and are just favicon’s) will not be synced to an android device,

Steps to Reproduce:

  1. Create a bookmark with no title on the bookmarks bar of brave on windows.
  2. Setup sync for android and windows
  3. Observe the unnamed bookmarks not being synced.

Expected result:
The unnamed bookmarks appear on the synced android device

Reproduces how often:
every time

Brave Version
current android/windows 0.66.99 Chromium: 75.0.3770.100 (Official Build) (64-bit) / V 1.0.99 android

Android/iOS Version
Android Pie

After further testing with this, it appears that the root cause of the issue is a requirement for all bookmarks to have a title in the android version of Brave, but not in the desktop versions. This is noticed when trying to create a bookmark with no title in the android version of the app (text displays saying it is a required field)

I.E: If you…

  1. Create a bookmark on android
  2. Sync to windows
  3. unname bookmark in windows

The result will never be synced back to Android.
