Description of the issue:
When focused on a text box inside a popup window opened by clicking on the extension icon in the top right, keyboard shortcuts to activate an IME are ignored and even after manually activating the IME only Latin characters can be typed, conversion does not occur.
How can this issue be reproduced?

Install Brave and a Japanese IME, such as Anthy

Install an extension that opens a popup (see Tested extensions below)

Click an extension icon to open a popup and focus on a text box (for example, search)

Input the keyboard shortcut to Activate IME, or manually activate the IME through the system tray

Try typing Japanese characters in the text box
Expected result:
Non-Latin characters such as Japanese can be entered in text boxes in extension pop up windows.

Additional Information:
The IME works correctly in other areas of the browser, such as the address bar/search, web page text inputs, and extension settings screens. It is just the popup window from the upper right extension icons that do not work.

Tested with two different Linux Japanese IMEs with the same results. All programs (including Brave) installed through package manager.
