Unable to type Japanese with IME in Extension popup windows

Description of the issue:

Key commands to activate the IME are ignored when typing in text boxes inside Extension popup windows. Even after manually activating the IME and turning on a mode that converts characters (e.g. Hiragana) it ignores the IME and inputs English letters directly.

Typing in other areas of the browser (address/search bar, websites, extension settings screens, etc) works as expected. Tested with two different IMEs with the same results.

How can this issue be reproduced?

  1. Install an Extension with a popup (see Additional Information)

  2. Focus on a text box (e.g. search)

  3. Press the configured key to activate the IME, or manually activate it from the system tray

  4. Try to type Japanese in the text box

Expected result:

IME inputs are correctly converted to Japanese inside Extension popup windows.
