Description of the issue:
Key commands to activate the IME are ignored when typing in text boxes inside Extension popup windows. Even after manually activating the IME and turning on a mode that converts characters (e.g. Hiragana) it ignores the IME and inputs English letters directly.
Typing in other areas of the browser (address/search bar, websites, extension settings screens, etc) works as expected. Tested with two different IMEs with the same results.
How can this issue be reproduced?

Install an Extension with a popup (see Additional Information)

Focus on a text box (e.g. search)

Press the configured key to activate the IME, or manually activate it from the system tray

Try to type Japanese in the text box
Expected result:
IME inputs are correctly converted to Japanese inside Extension popup windows.
