Startup behavior doesn't match Settings menu selection

Description of the issue: When I open Brave Browser, it opens the tab I last had open instead of the New Tab page. It started doing this spontaneously, even though I’ve never changed the setting, which is set to “Open the New Tab page”.

**Steps to Reproduce (add as many as necessary): 1. Occurs every time I open Brave Browser. **

Actual Result (gifs and screenshots are welcome!): Opens whatever tab I last had open–which is what should happen if I had selected “Continue where you left off” in the Settings menu, but that is NOT the option I have seelected.

Expected result: Opening the New Tab page

Reproduces how often: Every time I open the Browser

Operating System and Brave Version(See the About Brave page in the main menu): Windows 10 Home, Brave Version 1.91.171

Can you update to the hotfix we released today (1.91.172) and see if the issue persists? I just tested this on my Windows machine and changing the options selected in Settings > On Start up is working as expected.

The issue persists, for me. I’m on that version, just opened my browswer, and it happened again. Sorry for the delay in responding.

Next thing I would check is if you have any extensions installed in the browser, see if disabling them makes any difference in the behavior.

All extensions disabled, same behaviour occurs.

Just to note that this is still an issue for me. Disabling all extensions produces no change.
