Sites getting assigned to Excluded Sties on their own

I just checked my excluded sites for the first time in a while and noticed two sites I definitely didn’t put on there. This is the second time it’s happened. Has this happened to anyone else?

I’m bumping this as I just checked again and found more auto-excluded sites, three to be exact, and two of which I don’t even remember visiting. (I also added the bug tag)
