Description of the issue: Unable to pin Brave to taskbar with context menu functionality (right click taskbar icon >> “Open in new tab”, “Open in new window”, etc.)
How can this issue be reproduced?

Install Brave on Windows PC

Attempt to add to task bar via settings “Get Started”>>“Pin to taskbar” (fails)

Pin via manual workaround- ‘click and drag’ method (due to above bug)

Expected result:
While the manual workaround exists to add a shortcut to the Windows taskbar, the shortcut only serves to open, pin/unpin, or close the application. It does not support a helpful context menu. When manually added in this way (since the prescribed method of adding via Brave settings fails), the only context menu options are limited. Screenshot below illustrates limited options>> “Brave” (opens new window), “Unpin from taskbar”, or “Close window”.
