Overlay Scrollbars flag suddenly doesn't work anymore?

Description of the issue: The Overlay Scrollbars flag doesn’t work anymore
How can this issue be reproduced?

  1. Go to about:flags
  2. Search for Overlay Scrollbars
  3. Enable it
  4. Restart Brave as instructed
  5. The scrollbars are still permanently visible

Expected result: Scrollbar should autohide

Brave Version( check About Brave): Version 1.77.95 Chromium: 135.0.7049.52 (Official Build) (64-bit)

Additional Information: For the longest time, I’ve had this flag enabled and it was working fine, the scrollbar auto hides but recently, maybe yesterday or the day before?, it just stopped working. I tried disabling it and re-enabling it but it’s still the same.

I think this is because #fluent-scrollbars is now enabled by default.
It seems to take priority.
Please disable it.
