Not rendering new tabs or stuff on the same page after scrolling and overlapping until window is moved

Description of the issue: Browser stops rendering new things while a game is running in the background until browser window is moved
How can this issue be reproduced?

  1. Open game

  2. Play for a while

  3. Alt+Tab to Brave

  4. Start scrolling on any page

Expected result: Everything should render normally without overlapping or having to move the window

Brave Version( check About Brave):v1.85.120

Additional Information: Hardware Acceleration is turned off.
