Description of the issue: Media device permission level not available in the menu
How can this issue be reproduced?

Give any website cam or mic permission.

Click the view site information button the left of the address bar.

There is no option to change the level of permission.
Expected result: The permissions should be changeable right there
Brave Version( check About Brave): Brave 1.84.132 (Official Build) (arm64)
