Usually scroll wheels are “line by line” since each step is a single pulse, but touchpads are more pixel by pixel. They are handled differently indeed. Usually changed in Linux, but being this is a Chromium related issue, I wouldn’t tinker with the Linux side settings if scrolling works properly elsewhere either mouse or touchpad. I’d wait until Chromium itself gets fixed.
(That or Brave applies a fix themselves which it seems might potentially be the case since both Brave and Chromium have tickets regarding it. Not to mention if Brave devs do find the issue and fix it, it can be pushed upstream to Chromium for even their competitors. That’s the beauty of open source, sometimes a “competitor” can fix an issue for others due to an issue in the shared codebase both are based on. That’s one of the best things I like about open source.)
