In order to use Brave Leo AI in Ukraine, you need a VPN connection … to Germany or Poland according to a recent report by another member of the Brave Community.
In general: Brave’s geo-blocking infrastructure apparently can’t (or doesn’t) distinguish Crimea from Kyiv at the IP/region level, so they blanket-block the entire country code UA rather than the four specific oblasts OFAC actually sanctions.
I suspect, that Brave therefore aligned its Brave Leo AI access area with the Brave Rewards access area … in “split decision regions.”

Unse IP-level par har sheher ko alag alag filter nahien hota, toh woh safety ke chakkar mein pooray country code (.ua) par hi block laga dete hain.

OFAC’s rules (EO 14065) apply only to the occupied territories, not to the whole of Ukraine. But what happens is that Brave and its AI hosts (such as Anthropic and others) don’t want to take any risks. Since they can’t filter each individual city separately at the IP level, they simply block the entire country code (.ua) as a safety measure.
So, simply put, there is no official ban on Kyiv. This is just happening because of the companies’ laziness and their desire to “play it safe.”
