Description of the issue:
Visiting https://quad9.net fails with ERR_INVALID_HANDLE, even when using incognito mode on a brand new profile. Secure DNS is not enabled; computer’s DNS servers are quad9’s, so it does resolve; this works in all other browsers, and wget.
