Bug: you still need to scroll to see News on new tab page when favourites and privacy hub are hidden

Description of the issue:

How can this issue be reproduced?

  1. Hide favourites and privacy hub on new tab in settings

  2. Enable news on new tab

  3. Open new tab

Expected result: brave news is shown at the top of the new tab page

Brave Version( check About Brave): Version 1.84 (140)

This is the expected behavior. The privacy hub/favs/etc. on the NTP are no “taking up space” that Brave News would otherwise take up. That’s just where the News widget starts/lives.
