Reporting a bug with PC/Windows version of Brave Browser.
Short Description: “Show Bookmarks Only on the New Tab Page” Fails when selected, if the user is in a tab with a loaded website, presses “CTRL+Shift+B” to open the tab bar, then presses “CTRL+Shift+B” to close the tab bar. The tab bar should return back to “Only on the new tab page”, but instead closing the tab bar sets it to “Never”.
Steps to Reproduce:
Set Bookmarks Bar to "Only on the new tab page
Open a new tab and load Google.com
Press CTRL+Shift+B to open the bookmarks bar
Press CTRL+Shift+B to close the bookmarks bar
[BUG OCCURS] Bookmarks bar is now set to “Never” (never selected by user) instead of “Only on the new tab page” (selected by user)
Also, I don’t feel that Brave users shouldn’t have to create an account here to submit bugs. It’s making it really difficult to provide feedback like this.

### Description
The hide/show bookmarks bar shortcut (`Ctrl + Shift + B` or `Cm… d + Shift + B`) changes the `Show bookmarks bar` value in `Settings --> Appearance` when it's used. On the surface this makes sense but not from a UX perspective. A user expects that the setting here will stay constant and supersede the shortcut when it's used.

Additionally, it makes it so that if the bookmarks bar is set to `Only on the new tab page`, then a user uses the shortcut to view/use the bar for a moment before closing it, that setting will automatically get changed and the user then has to manually set it back to the `Only on[...]` option every time.
The shortcut to show/hide the bookmarks bar should not change the setting itself as this leads to confusion for users who have selected the `Only on[...]` option. I also checked in `brave://system/shortcuts`and there are some options like `Hide bookmarks bar` which I thought might be the answer but even when setting the shortcut these options never worked (nothing happens when you use the shortcut).
### Steps to reproduce
1. Set bookmarks bar to display `Only on the new tab page`
2. Open NTP and observe bookmarks bar
3. Visit any site, view bookmarks bar using `Ctrl + Shift + B` shortcut
4. Close the bookmarks bar
5. Return to `brave://settings/appearance` and observe `Show bookmarks bar` setting
### Actual result
`Show bookmarks bar` setting shows `Never`
### Expected result
`Show bookmarks bar` setting should not be changed.
