Description of the issue:Brave on android simplified view only works in private tabs

How can this issue be reproduced?

  1. Launch article website in normal tab and notice the simplified view notification doesn’t pop up

  2. Do the same but now in a private tab and notice it does pop up right away

Expected result: simplified view notification should pop up in both instances.

Brave Version( check About Brave): Brave 1.82.172, Chromium 140.0.7339.207

Mobile Device details: samsung flip 7

Additional Information: reader is super important and it would be better if we had a toggle to turn it on and off and not rely on a pop up
