Try

1. Open `System Settings` → `Privacy & Security` → `Files and Folders`.
2. Look for **Brave Browser** in the list.
3. Make sure that Brave Browser is allowed to access `Downloads`.
4. Toggle the permission OFF/ON, then Quit, pause, and Start Brave Browser.

Also check `Privacy & Security` → `App Management` (_if present_) to see whether Brave is restricted from managing files.

Check the download folder status

1. In Brave Browser, go to `brave://settings/downloads`.
2. Note the “Location” path.
3. In Finder, verify that:
  - The designated download folder exists.
  - You can manually create a file there (egs.: right-click → New Folder)

4. If there’s any doubt, change the download Location to the standard `Downloads` folder in your home directory and test again.

I suspect that it is appearing and it’s actually showing up behind the browser window. Can you try making sure you only have one browser window open, try to download something, then use `Command + ~` if the download window doesn’t appear.
