Brave keeps opening in very small windows

Issue:
When I close brave and reopen brave on desktop, it frequently opens in a brave window that is about 5% of the size of my screen, much smaller than when I closed it.

To reproduce:

  1. Close brave
  2. Open brave

Expected result:
The windows stays the same size as the one from the previous session

Brave Version( check About Brave):
Version 1.8.96
