OP reported that the issue is on an Android phone. Otherwise, both Chrome and Brave Browser are installed.
When Chrome was disabled from being the default browser, then Brave Browser could not be opened to a level of normal operation / satisfaction (OP: “only the wallpaper was visible”).
So, OP then enabled Chrome as default browser; followed by, a re-install of Brave Browser.
Yet, at that point, when running Brave Browser, the OP reports:
the stuck part is the “Make Default Browser” section, which doesn’t appear when the other browser is disabled.
(I am not certain whatever switch-throwing action was actually taken, in order to disable Chrome as default browser.)

Thank you for the information. I apologize but I’m still a little unclear about what the exact issue is. You’re saying that, after un/reinstalling, when you launch Brave it gets stuck during the setup process – is that correct?
Closing/reopening the app doesn’t make any difference?

Yes, even re-installing doesn’t work until i reactivate the default browser that i deactivated before. So the solution is when i reactivate the default browser and than re-install the Brave, problem fixed. So problem about Brave it stuck on the “Do you want to make Brave default browser?” section, silly Brave can’t find any other browser in phone for asking the question
