Brave Beta - Default "Download location" not being used

Description of the issue:

Running latest Brave beta build. I set a default Download location to be C:\Username\Downloads. However, when I download files, Brave is saving the files to the last folder I selected to download to.

How can this issue be reproduced?

  1. Set a download folder location in Settings
  2. Save a file to another folder on the file system other than the default location
  3. Save another file and the file location is set to the last folder used in step 2

Expected result:

My expectation is that the default download folder is always the default and I would need to change it to another folder if I choose to not use the default location
