Bad contrast for placeholder text in Content Filtering settings

Description of the issue:
“Filter lists” input placeholder has bad contrast and is unreadable with dark mode.

Steps to Reproduce (add as many as necessary): 1. 2. 3.
Go to the Content Filtering section inside Brave’s settings.
URL: brave://settings/shields/filters

Actual Result:
Image that displays the issue

Expected result:
Should be in a color that has higher contrast in order to maintain readability and accessibility, similar to white or light gray.

Reproduces how often:
This is visible everytime I visit this section inside the Settings.

@Tharun_Raj when you say “with dark mode” are you referring to the built in dark theme? Or are you using the experimental dark mode [for web contents] flag?
