Ads not displaying - Error in Reward Log

I’m experiencing an issue with ads not displaying in Brave browser. The Reward Log shows the following errors:

  • [Feb 16, 2024 4:51:32.8 AM GMT:ERROR:conversion_resource.cc(67)] Failed to load and parse nnqccijfhvzwyrxpxwjrpmynaiazctqb conversion resource

I’ve tried the following troubleshooting steps:

  • Restarting the browser

  • Clearing cache

  • Checking ad settings

  • Updating Brave

  • Verifying firewall settings (Brave is allowed)

Despite these efforts, the issue persists. Has anyone else encountered this problem? Any help or guidance would be greatly appreciated.

Brave Version: 1.87.188 OS: windows11 pro x64

Thank you for the previous responses. I've collected more detailed logs and the issue persists. **Ads are still not showing** despite the system appearing to function normally.

**Current Status (as of Feb 18, 2026):**
- ❌ **No ads displaying** (notification ads, new tab page ads, etc.)
- ✅ Rewards engine running
- ✅ bitFlyer wallet connected and verified
- ⚠️ All payout statuses show "off"

**1. Ad Serving Blocked Due to User Inactivity:**

**Key Questions:**

1. **Why are ads blocked due to "user inactive"?** I'm actively using the browser with multiple tabs open.

2. **Are the resource loading errors preventing ads from displaying?** The conversion and anti-targeting resources fail to load consistently.

3. **Is the "payoutStatus: off" related to ads not showing?** Or is this a separate global system status?

4. **Does vBAT expiration affect current ad delivery?**

**Additional Info:**
- Location: Japan (JP, region 40)
- Subdivision targeting: Unsupported for JP
- Browser active and in foreground during testing
- Multiple tabs restored and active

**What I've Tried (in addition to previous steps):**
- Verified brave://rewards/ shows bitFlyer connected
- Checked brave://rewards-internals/ (wallet verified)
- Ensured browser is in foreground and active
- Multiple browser restarts
- Waited for catalog updates

The most concerning part is the **"User was inactive"** message even when I'm actively browsing. This seems to be blocking all ad delivery.

Has anyone resolved similar "user inactive" blocking issues? Any suggestions would be greatly appreciated.

In regards to not receiving pay or getting direct assistance, it is probably better to create a support ticket via https://support.brave.app/hc/en-us/requests/new?ticket_form_id=360001302431 so you can provide the extra information that they would need to try to look closer to your account(s).

@noke do you speak Japanese? If so, might have been better to create on the 日本語コミュニティ[JPN] > Brave Rewards[JPN] part.
