Floating video player is already available as an in-browser feature. Are you trying to enable this on a mobile device or desktop browser?
desktop browser, It only works on YouTube. There are thousands of video sites where it doesn’t work…
Plus, it’s really bad. It doesn’t let you expand almost anything…
That’s why we have to use an extension.

If the site’s player supports it, then it will probably work in Brave. Should have the same or better PIP functionality as any Chromium browser. Just tested Youtube, Vimeo and Dailymotion and Hulu videos – all of them allow PIP, they all work in Brave, and I can expand/change the size of - as well as move- the player in all three.
If you can share some of the thousand sites that you’re seeing this issue on though I’d be happy to take a look.
